Land at Otley Road, Menston
The Site is located on the eastern periphery of Menston, beyond Otley Road (A6308). The Site measures approximately 4.00 hectares in area, forming an irregular shape. The Site currently used for occasional grazing of livestock. The Site is bounded by Otley Road to the west, the Imperial Works industrial site to the north, Chevin Avenue to the south, and further fields and buildings beyond to the east. The Mire Beck runs beyond the east and north boundaries of the Site. Whilst the Site is in private ownership with no public access, a public right of way crosses through the Site from west to east.
The Site is within a highly sustainable location, within walking distance from Menston Village centre, which provides a range of services and facilities. The Site is also within close proximity to bus stops located along Otley Road, which provide services to Ilkley, Otley and Leeds. Furthermore, the Site is within a 10 minute walk from Menston train station, providing travel to Ilkley, Leeds and Bradford.
The scheme proposes to provide up to 100 dwellings in outline, with all matters reserved except for access. The current description of the development proposed, which may be altered prior to submission, is as follows:
OUTLINE PLANNING APPLICATION FOR RESIDENTIAL DEVELOPMENT OF UP TO 100 DWELLINGS, WITH ASSOCIATED WORKS INCLUDING ACCESS, DRAINAGE ATTENUATION AND PUBLIC OPEN SPACE, WITH ALL MATTERS RESERVED EXCEPT FOR ACCESS.
The design evolution of the proposed development has taken appropriate measures to improve the accessibility of the site and mitigation against the identified constraints. The scheme will provide a variety of 1 to 4 bedroom properties across a broad mix of house types. The Proposed Site Layout has been informed by the identified opportunities and constraints for the Site. Access will be gained via a single priority junction from Otley Road. The built form will respond to the road layout to create an active and attractive street frontage. The nature of the development and its distinctive arrangement of dwellings will ensure a legible, safe and convenient environment for residents and visitors, with ease of access through the Site.
Whilst landscaping is not a consideration for the outline application, it is envisaged that the landscaping scheme will include the retention of existing trees, hedges and vegetation where practical, with extensive tree, hedgerow and shrub planting to mitigate any losses. This also presents the opportunity for enhancement of biodiversity. The development will provide sustainable drainage and water attenuation measures within the Site and restrict development away from the existing watercourses, mitigating against flood risk.
The existing public footpath which runs through the Site from east to west, linking Otley Road to the wider public footpath network, is an asset that will be retained and enhanced as part of the development proposals, to create a green corridor connection between the development and the adjacent countryside.
This application will be seeking outline planning permission, with matters relating to appearance, layout, scale and landscaping reserved from consideration at this stage. As such, details on these aspects of the scheme will be subject to future reserved matters applications, where additional information and confirmation of design will be provided.
A leaflet drop has been carried out within the local area to advertise the scheme to local residents and seek feedback. Leaflets were distributed to over 1,300 properties within a 750m radius of the Site on Wednesday 6th November 2024.
