Leeds City Council Scoping Consultation

Leeds City Council has launched an early scoping consultation on its new Local Plan, which will guide how the district grows and develops to 2043. The Local Plan will set out planning policies to help shape future decisions on housing, employment, infrastructure, transport, climate, design, green spaces and the environment.

Residents, businesses, landowners, developers and other interested parties are encouraged to share their views on the proposed scope of the Local Plan and how they would like to be involved in future stages of the plan-making process.

This consultation is an important first step in preparing the new Local Plan. Whilst it does not include specific site allocations or policy proposals, responses will help shape the direction of the Plan ahead of further consultation on policy options and potential site allocations in 2026/27.
