Land North of Endyke Lane, Cottingham
Stratland Ltd will shortly be submitting an Outline Planning Application for a proposed residential-led mixed use development, on the land North of Endyke Lane, Cottingham. The Outline Planning Application proposes up to 178 new dwellings, a supported living development, and a coffee shop.

Prior to the submission of a planning application, the applicant is seeking your views on the proposed development.
Site Context
The Site is located north of Endyke Lane, between Cottingham and Hull, and extends to approximately 8.5 hectares. It comprises hard standing and scrub-land and is bounded by residential development to the east, south and west, with open land to the north. Although identified as a Key Open Area, the Site does not currently provide formal or managed public open space and has experienced antisocial behaviour, fly-tipping and unauthorised motorcycle and quad-bike use. The proposals would create a substantial area of publicly accessible open space on the eastern part of the Site, establish a strong landscaped edge and maintain connections with the open land to the north.
Cottingham benefits from a wide range of local amenities, including several primary and secondary schools, healthcare facilities, a variety of local shops within the village, larger supermarkets in neighbouring areas, and a range of leisure and recreational services.
The Site is well served by public transport. Bus stops are located immediately adjacent to the Site, providing direct services to Hull City Centre. Cottingham Railway Station is situated approximately 1 km to the west of the Site, offering direct rail services to Hull, Sheffield, and London. As a result, the Site is considered to occupy a highly sustainable location with good accessibility by public transport.
Overall, the Site occupies a highly sustainable location and represents a logical, well-contained extension to the existing residential area. Given its relationship with the surrounding land uses and the prevalence of antisocial behaviour on the Site, a residential-led development is considered to represent a more appropriate and compatible form of development. The proposed development will also provide an opportunity to enhance and strengthen the quality, usability, and natural surveillance of the remaining open space, resulting in wider benefits for the local community.

The Proposed Development
Stratland is proposing to deliver up to 178 new homes on the Site, including bungalows, apartments, an supported living scheme, 6 live/work units, and a coffee shop.
The scheme will deliver a range of high-quality homes, including a mix of one to four-bedroom properties, including detached, semi-detached, and short terraces, designed to reflect and complement the character of the surrounding area. The scheme will also provide between 15 to 20% affordable housing. Live/work units provide flexible homes with dedicated workspace.
The assisted living scheme will comprise a three-storey building and will include parking, landscaping, and cycle storage. The self-contained apartments are designed to support independent living for people of all ages with care needs, with on-site support services available.
The scheme will also provide significant green space along the eastern boundary, creating a 'Green Gap' between Cottingham and Hull. This will also form a green corridor connecting Endyke Lane to the remaining Key Open Area.
Highways
The proposed development will take access from a new simple priority T-junction along Endyke Lane. This access will be bound by footways to both sides, allowing access for both vehicles and pedestrians.
As can be seen from the layout provided, a looped will be created connecting the proposed development to the northern end of the adjacent development also.

In advance of submitting an Outline Planning Application to East Riding of Yorkshire Council in late Septmeber, we are keen to hear your views on the proposal. All feedback received will be carefully considered and, where appropriate and practicable, incorporated into the final scheme. A summary of the consultation responses and how they have informed the proposals will be set out within a Statement of Community Involvement, which will accompany the planning application.
We would therefore be grateful if you could provide any comments or feedback by Wednesday 26 August 2026.
As part of our consultation, we undertook a leaflet drop to approximately 700 properties (both residential and businesses) within the immediate vicinity of the Site. This leaflet drop took place on 29 July 2026.
This web-page, combined with the leaflet drop does not replace the Local Planning Authority’s statutory requirement to consult residents and businesses once the planning application has been submitted. Instead, it is intended to provide an opportunity to view and comment upon the draft scheme in advance of the submission of the formal planning application.
Following submission of the application, you will have a further opportunity to comment on the planning application. Any comments submitted at that stage will be considered by the Local Planning Authority as part of its assessment and determination of the planning application.
