
Consultation: West Yorkshire Mass Transit Spatial Development Framework
The West Yorkshire Mass Transit Spatial Development Framework (Joint Development Plan Document) is now out for consultation from 29th January to 12th March 2026.
Prepared jointly by the five West Yorkshire councils and the West Yorkshire Combined Authority, the draft framework sets out a West Yorkshire-wide strategic spatial approach to support the delivery of all current and future phases of Mass Transit.
Once adopted, the framework will:
- Form part of the Development Plan for all West Yorkshire councils;
- Support coordinated land use, regeneration, growth and transport decisions across district boundaries;
- Help guide higher-density, high-quality development in accessible and well-connected locations.
The consultation seeks views on the scope and content of the draft document as part of the Regulation 18 stage. It provides an early policy framework to support coordination between authorities and inform emerging local plans.
