West Yorkshire Mass Transit Spatial Development Framework Consultation Opens

The Publication Draft of the West Yorkshire Mass Transit Spatial Development Framework (Joint Development Plan Document) is now available for consultation from 4th August until 27th September 2026.

Prepared jointly by the five West Yorkshire councils and the West Yorkshire Combined Authority, the draft framework sets out a West Yorkshire-wide strategic approach to support the delivery of all phases of Mass Transit.

Following the Initial Draft Plan (Regulation 18) consultation held between January and March 2026, the comments received have informed this latest Publication Draft Plan.

Once adopted, the framework will:

  • Form part of the Development Plan for all West Yorkshire councils;
  • Support a coordinated approach to land use, regeneration, growth and transport decisions across district boundaries, and;
  •  Help guide higher-density, high-quality development in accessible and well connected locations.
