Appeal Success in Stockton on Tees
Coming only one day after securing appeal success for the most important housing decision in Leeds since the adoption of its Core Strategy, Spawforths has advised Tithebarn Land on its successful planning appeal for residential development of land off Harrowgate Lane, Stockton-on-Tees, granted following a Public Inquiry on 9th June 2016. This site forms part of the largest sustainable urban extension within Stockton which the Inspector agreed was a key component of meeting the housing needs of the Borough. The Inspector accepted that Stockton could not demonstrate a five year supply of housing land but he also confirmed that this appeal proposal “is about as ‘plan-led’ as a proposal might be in the context of an emerging Plan”.

“This was a very complex case to ensure that the appeal proposals brought forward much needed housing but in a way that enhanced rather than precluded the delivery of the wider West of Stockton Urban Extension. We inherited this case after it had been refused and we were able to get to a point at the Inquiry where we had reached full agreement with the Council and other landowners over a viable and deliverable way forward for the appeal which will now serve as a blue print for the rest of the Urban Extension”
