Miller Homes will shortly be submitting an outline planning application for a proposed residential development on the land at Leeming Lane, Kirby Hill. The proposed scheme creates an extension of Kirby Hill in a sustainable residential area.
The Applicant
Miller Homes, were established in 1934 and are one of the UK’s largest, privately owned national housebuilders having delivered over 100,000 homes across the UK. Miller Homes purpose is to "create great places where people and planet prosper". This is achieved by building sustainable homes and developments that create communities with an emphasis on placemaking and design.
Site Context
The Site is located on the southern periphery of the village of Kirby Hill, and is approximately 1.2km north of the town of Boroughbridge. The Site is currently undeveloped agricultural land, in an irregular rectangular shape, with relatively flat levels. The Site is bounded by Leeming Lane (B6265) to the west, which would provide access to the Site. This highway provides connection to the A1(M) and south towards Langthorpe and Boroughbridge. There are residential properties located west opposite the highway, and to the north bordering the Site. To the east and south lies open agricultural fields.


The Proposed Development
The Applicant will be submitting an outline planning application for up to 250 dwellings, across a mix of house types and sizes. The scheme will also include a single vehicle access point, landscaping, ecological mitigation areas and public open space. The design of the dwellings will be of a high quality design and material pallet which is in keeping with the surrounding area.
The vision for the site at Kirby Hill is to provide a high quality, integrated new community at the heart of North Yorkshire. The development will support North Yorkshire Council’s ambitions to be attractive, prosperous, resilient, and sustainable, enhancing the quality of life for all residents. The Site is considered to represent a natural extension to the village of Kirby Hill, providing a balanced housing offer within a highly sustainable location
The scheme will deliver much needed additional housing within the local area, which will include the provision affordable and accessible housing.
The proposed development will also boost the local economy through employment opportunities, construction value and expenditure from new residents. The Site is within close proximity to Boroughbridge, which provides access to a range of local services and facilities. Whilst the entirety of the Site measures 13.5 hectares in area, only approximately 6.75 hectares of the land will be developed for residential use, with the remainder of the Site will be utilised for areas of biodiversity enhancement and public open space.
The Site will be accessed via a single point of access on Leeming Lane. Vehicular access and connectivity to the Site will be achieved via the existing road network, which provides links to Boroughbridge, Harrogate, Ripon and York. The existing Public Rights of Way will be retained as they will deliver pedestrian access through the Site into the wider countryside and to the local Primary School. An open space situated close to the Site entrance will create a green gateway to the development whilst leaving a buffer between the proposed development and the sensitive interface with existing dwellings to the south. The green spaces will become part of the wider green space network.
