Land at Colburn Grange, Catterick Garrison

Keyland will shortly be submitting an outline planning application for a proposed residential development on the land at Colburn Grange, to the west of Colburn. We will be seeking to submit an Outline Planning Application for up to 420 dwellings (Use Class C3), with all matters reserved except for access. The scheme will provide a mix of house types and sizes, with a two access points from Catterick Road.

The Applicant

The development is being promoted by strategic land promoter, Keyland Developments Ltd. Established in 1987, Keyland operates across the region and has created a unique approach to development based on the ‘Six Capitals’ approach to sustainable development, as set out in their ‘Blueprint Strategy’. All Keyland projects are conceived from the outset as sustainable and high-quality neighbourhoods and communities, promoting 10,000 new homes across the region. Site Context

The site at Colburn Grange is situated on the western periphery of Colburn. The Site is on the eastern edge of Catterick Garrison, with an area of approximately 20.8 hectares (51.3 acres). The Site is currently undeveloped agricultural land, split into five separate fields. The site is located within a highly sustainable location on the edge of Catterick Garrison. The site benefits from being located close to a range of services and facilities, including local shops, public houses and other community facilities being circa 1.5 miles to the town centre.

The Proposed Development

The proposed development will comprise of up to 420 dwellings, across a mix of house types and sizes. The scheme will also include two vehicle access points, landscaping, ecological mitigation areas and public open space. The design of the dwellings, whilst unconfirmed at this stage for outline planning, will be of a high-quality design and material pallet which is sympathetic to the surrounding context of the area.

The scheme will deliver much needed housing within the local area, which will include the provision affordable and accessible housing. The proposed development will also boost the local economy through employment opportunities, construction value and expenditure from new residents. The site offers opportunities for enhancement of existing natural features through planting and landscaping.

The site is within a highly sustainable location, within walking distance from Catterick Garrison town centre, which provides access to a range of local services and facilities.

As the proposed application will be in outline with only access as a matter for consideration, the scheme will not be put forward with a detailed design. Therefore, the scheme will not include confirmation of number of units, fixed layout or details on appearance and scale when submitted to the Council for consideration.

The Site will benefit from access points created onto Catterick Road (A6136) to the south. The site presents an opportunity to provide pedestrian connections throughout the site, including retaining the existing public right of way. The site is considered to be in a sustainable location, located within a reasonable walking distance from Colburn town centre, which provides services and facilities.
