Torsion Care will shortly be submitting a Full Planning Application for the proposed redevelopment of the former British Telecom (BT) Site, on the land off Brundrett Street, Stockport. The Full Planning Application proposes a mixed use development comprising of an 80-bedroom care home facility (Use Class C2), and two commercial units, with one being a drive thru restaurant

The Applicant

The Applicant, Torsion Care Ltd, are experts in delivering high quality developments that create supportive and inclusive communities for operators across the UK, building modern care homes, retirement living apartments, and extra care facilities of the future. Torsion Care is part of the wider Torsion Group, which in addition to care schemes have an enviable history in delivering residential schemes.


Site Context

The Site is located immediately adjacent to the boundary of Stockport Town Centre, on a brownfield site. The site is situated in a built up area, with existing businesses to the North, South and immediately west of the Site boundary. It is also recognised that there are residential areas further to the North, South and West. To the East of the Site is St Thomas Recreation Park. The Site is accessed by Brundrett Street, and bound by the A6188 to the West, and Hempshaw Lane to the South.

The Proposed Development

The Site comprises of a detached 4-storey building, most recently used as office space for British Telecom (BT), and detached 2-storey industrial units. The Site is considered to be in a sustainable location within walking distance to Stockport town centre, which provides access to a range of services and facilities. The Site is also served by bus stops located on Hempshaw Lane and the A6188, and is a 20 minute walk from Stockport train station.

The proposed development will involve the demolition the existing buildings, with the construction of an ‘L-shaped’ three storey care home, providing 80-bedrooms on the northern end of the Site. On the southern part of the Site, two commercial units will be constructed, one of which will be a drive thru restaurant. The scheme will also include associated works such as access arrangements, car parking, cycle storage, secure garden area, landscaping, boundary treatments and refuse facilities. The design of the development will be sympathetic to the surrounding context of the area.

 

The care home aspect of the scheme will provide high quality care facilities for the local population, reducing the strain on the capacity of existing health services. The overall design strategy for the proposed development is to create a market-leading care facility in a highly sustainable location, providing en-suite wet rooms to all residents to exceed Care Quality Commission (CQC) standards. Whilst the care facility has a demonstrable benefit in creating care home beds for the locality, a 80-bed care home, along with the two commercial units, also creates a significant number of part time and full time jobs for the local community, benefitting the local economy.

The Site will benefit from existing access arrangements from Brundrett Street, which serve the current building. The Site will provide off-street parking to serve its staff and visitors, whilst also being in a sustainable location which promotes the use of other sustainable travel options. The scheme will seek to retain as many of the existing trees as practically possible, reinforcing this with further landscaping and planting.

In advance of submitting an Full Planning Application to Stockport Council in late November, we are keen to hear any views that you may have about the proposal. Any views will be carefully considered, and where appropriate and practicable, will be incorporated into the final scheme as part of the statement of community involvement, which will form part of the planning application.

We would therefore be grateful if you are able to provide any feedback you may have no later than 7th November 2025.

As part of our consultation, we undertook a leaflet drop to just under 550 properties (both residential and businesses) within the immediate vicinity of the Site. This leaflet drop took place on 17th October.
