
Land at Picking Croft Lane, Killinghall
Miller Homes will shortly be submitting an outline planning application for a proposed residential development on the land at Picking Croft Lane, Killinghall. The proposed scheme creates an extension of Killinghall in a sustainable residential area.
The Applicant
Miller Homes, were established in 1934 and are one of the UK’s largest, privately owned national housebuilders having delivered over 100,000 homes across the UK. Miller Homes purpose is to "create great places where people and planet prosper". This is achieved by building sustainable homes and developments that create communities with an emphasis on placemaking and design.
Site Context
The Site is located on the south-west edge of the village of Kirby Hill, and is approximately 2km north-west of Harrogate. The Site is currently undeveloped agricultural land, with relatively flat levels. To the east lies an existing housing estate which has recently been constructed, and further established residential areas beyond. To the south and west lie open agricultural fields.


The Proposed Development
The Applicant will be submitting an outline planning application for up to 75 dwellings, across a mix of house types and sizes. The scheme will also include a single vehicle access point, landscaping, ecological mitigation areas and public open space. The design of the dwellings will be of a high quality design and material pallet which is in keeping with the surrounding area.
The application will be seeking Outline Planning Permission with access as a detailed matter, and all other matters relating to appearance, layout, scale and landscaping etc, reserved for consideration at a later stage. As such, details on these aspects of the scheme will be subject to future reserved matters applications, where additional information and confirmation of design will be provided.
The vision for the site at Killinghall is to provide a high-quality development, integrated into an existing community at the heart of North Yorkshire. The development will support North Yorkshire Council’s ambitions to be attractive, prosperous, resilient, and sustainable, which will enhance the quality of life for all residents.

The scheme will deliver much needed additional housing within the local area, which will include the provision affordable and accessible housing. The proposed development will also boost the local economy through employment opportunities, construction value and expenditure from new residents.
The Site will have a single access point which will be taken from the existing housing development on the southeast boundary of our client’s site, meaning the access road will be Mill Garth, as well as pedestrian and cycle access also from Mill Garth. This is considered to be appropriate and suitable access for the proposed scheme. Mill Garth connects to the B6161, which provides links to Harrogate and the wider region. A secondary access point for emergency vehicles can be achieved from Picking Croft Lane. It is assessed that a safe and suitable access can be achieved to serve the development.
Next Steps
In advance of submitting an outline planning application to North Yorkshire Council, we are hosting a public consultation event at Killinghall Village Hall, Otley Road. The local community is encouraged to attend. The event will take place on Wednesday 18th June 2025, from 2:00pm to 7:30pm. This will give members of the public the opportunity to review the proposals in more detail and discuss the scheme with members of the project team. As part of the community engagement programme, we are also seeking to meet with key stakeholders such as the Local Ward Cllrs and Killinghall Parish Council.

You should therefore receive a formal notification from the Local Planning Authority in due course, inviting you to view and comment on the submitted application. Any comments made at the application stage will be considered by the Local Planning Authority prior to the determination of the planning application.
